Executi​ve Chef



    Chef Paige Riordan, the Executive Chef and Owner of Scarlet has cultivated a no nonsense menu with a twist. As a graduate of the Natural Gourmet Institute in NYC, Paige uses a different approach to help create her recipes. She focuses on fresh, quality ingredients that change seasonally and develops dishes to use the “root to frond” approach.

    Paige started her adult life as a professional dancer and actress, performing all over NYC with her dance company Scarlet Fever and working on multiple TV shows and movies. 

Her father, Chef Marty Manley inspired her to take the leap and enroll in Culinary School. She worked and staged in many different restaurants in NYC until landing a position on the line at Reynard in Williamsburg Brooklyn. 

    Following her time at Reynard she relocated to Connecticut to work as a private chef. She has organized and cooked for many upscale events. Her goal was to always open her own restaurant in California and with the help from her husband, Matt Riordan they would make it happen together. 





    Chef Marty Manley, a native of New Bedford, MA, moved to Orange County early in 2014. Marty comes from a large family of commercial fishermen, and fished for sea scallops until the near collapse of the fishery in 1990. Prior to moving to CA, he worked for twenty years aboard large passenger and vehicle ferries that ran from Cape Cod to the islands of Martha’s Vineyard and Nantucket, MA..

    In 2010, Marty attended a two week amateur cooking class at the French Culinary Institute in NYC. This class sparked his interest in professional cooking and decided to get a degree in Culinary Arts at the International Cooking School at the Art Institute of CA, Orange County, where he graduated with honors at the age of 55.

Chef Marty is happy to work with his family at Scarlet. He is proud to bring some of his mother’s and grandmother’s love for cooking to Orange County.

Anne Manley

Human Resource Director



    Anne Manley has 40 years of experience as the co-owner and CFO of a family seafood packaging business located on the East Coast. She has also been involved in health and wellness for over 10 years. She considers herself to be the matriarch of the family, sharing what she has learned and encouraging everyone to adopt a healthy lifestyle.

    The quest to find a healthier lifestyle than the East Coast could provide was an important factor in moving to CA in 2012 which led her husband Chef Marty to enroll in culinary school at the Art Institute and pursue a career as a chef. Their daughter Paige was so inspired by her father that she enrolled in culinary school at the Natural Gourmet Institute in NYC. Together they have blended their skills and have created some pretty unique dishes, or as they say on the East Coast “wicked awesome!"

    Anne's passion for interior design gave her the inspiration to create Scarlet’s atmosphere for all to come together, enjoy and be happy! 

Matt Riordan

General Manager



    Matt Riordan, General Manager of Scarlet Kitchen & Lounge. Originally from Washington D.C., with a background in Finance, working at a hedge fund in NYC for over 15 years, never in a million years did he imagine he would leave the hedge fund industry and open up a restaurant with his wife, executive chef & owner Paige Riordan. 

    Matt looks forward to the success of the business and bringing his leadership and management skills to help make sure all of the customers are enjoying the top tier quality food and lively atmosphere.
